This is the T-shirt of a Brazilian cultural organization (OLODUM) that MJ wore in the music video (They don't care about us).

Olodum is an internationally recognized Afro-Brazilian cultural organization in the state of Bahia, Brazil. They especially attracted attention when they wore them in the Brazilian music video for Michael Jackson's "They Don't Care About Us." They wear two types of t-shirts: a simple white T-shirt with the OLODUM logo and a single symbol (a circle with the top yellow and the bottom half divided into red and green) and one with three symbols with hands and feet and the word OLODUM in the middle.
